: : The National Economic and Social Advisory Council (NESAC) Background : :



The 1997 Constitution of The Kingdom of Thailand, especially its Chapter V, is intended to assure and pledge participation of the Thai people from all walks of life in the country’s development and decision-making process. This is because results of the national development do affect the lives of people. Therefore, as a new constitutional body, the National Economic and Social Advisory Council (NESAC) is established in order to provide the cabinet with advice and recommendation on social and economic problems. The national development plans, and other plans as required by law, shall seek NESAC's opinions before their adoption.


Main Structural Components of NESAC


- The Council:

1. Chartered under Article 89 of the 1997 Constitution and the NESAC Act of 2000, with its 2nd Amendment of 2004, NESAC maintains its legal status as an independent organization with roles and responsibilities prescribed in the public laws.

2. NESAC missions are driven by the 99 members who serve for a 3-year term.

- The Secretariat:

1. A governmental department whose responsibilities are to support NESAC operations.

2. Its staff comprises civil servants and government employees.


The Composition of the Council


NESAC councilors were self-selected from representatives of diverse economic and social bases, form those who represent stakeholders of natural resources as well as from resource persons. The respective numbers from each base and the selection procedures are prescribed by the NESAC Act of 2000 as follows:

Economic-Based

* Agriculture : 16 members

* Industry: 17 members

* Service Sectors: 17 members

Total 50 members

Social, Natural Resources, and Resource Persons

* Social-Based: 19 members

* Natural Resources-Based: 16 members

* Resource Persons: 14 members

Total 49 members

Grand Total 99 members
