VISION
"The National Economic and Social Advisory Council: an organization echoing economic and social problems not one that serves as a bargaining forum for any perticular interests groups or individuals"
Frame of Work
1. Election of Chairman and Vice Chairmen
At the first meeting of the National Economic and Social Advisory Council, the 99 members shall elect among themselves to come up with one as Chairman and two as Vice Chairmen, i.e., First Chairman and Second Vice Chairman.
1.1 Chairman’s authority:
- Convening meetings, with power to issue necessary instructions to maintain orderly meetings;
- Operating and controlling the council’s functions within its regulations and resolutions;
- Representing the council in relations to the external affairs;
- Other authorities as prescribed by laws.
1.2 Vice Chairmen’s Authority:
- Assisting the Chairman in the affairs that call for the Chairman’s authority, or ones that the Chairman assigns.
2. Convening the National Economic and Social Advisory Council :
The National Economic and Social Advisory Council shall convene at least twice a year under the following circumstances:
2.1 The Cabinet requests for a consultation on economic and social issues:
2.2 The National Economic and Social Advisory Council deems it appropriate to make suggestions to the Cabinet on issues that significantly affect the economic and social conditions;
2.3 To comment on the National Economic and Social Development Plan and other plans as required by laws or at the request by laws or at the request of the Cabinet:
2.4 To conduct internal businesses of the council;
2.5 When 25 or more members petition to convene a meeting.
3. Meetings of the Council:
3.1 Meetings of the National Economic and Social Advisory Council must be open, unless the Cabinet request for secret meetings or members petition to be so, according to bylaws. (NESAC is authorized to set meeting regulations and others that are relevant to its functioning.)
3.2 A meeting quorum needs at least half the number of existing members of NESAC.
3.3 NESAC Chairman chairs the meetings. In case of the Chairman’s absence, or inability to perform such duty, the First Vice Chairman Shall assume the duty, the Second Vice Chairman shall take his place.
3.4 Voting at meetings shall be based on simple majority. In case of a tie, the Chairman is able to cast an extra vote as a deciding vote.
4. Inviting outsiders to provide information:
4.1 The National Economic and Social Advisory Council and its appointed taskforces may invite government bureaucrats, staff, or its employees, those of state agencies, state enterprises, local bureaucratic bodies, or anybody to provide facts or opinions, or submit document or information to facilitate its deliberation as may deem appropriate
4.2 Government bureaucrats, staff, or local bureaucratic bodies shall co – operate with the National Economic and Social Advisory Council as well as its appointed taskforces
4.3 The Cabinet may assign anyone to attend meetings or express opinions at NESAC, except for ones held in closed door that only those permitted by the Chairman may attend.
5. The Secretariat :
The National Economic and Social Advisory Council needs the Secretariat to provide secretarial supports for its overall operations. These include support functions such as administrative, secretarial-cum clerical, and technical that would help the Council achieve its goals. Major responsibilities of the Secretariat are as follows:
5.1 Surveys, studies, and analyzes the issues presented to the attention of the Council;
5.2 Responsible for the Council’s administrative functions;
5.3 Prepares the Annual Report on NESAC’s achievements and obstacles facing its performances;
5.4 Serves as the technical service unit for the Council;
5.5 Organizes NESAC membership elections;
5.6 Performs other functions as assigned by the Council.
The Secretary-General of NESAC, while under the Chairman’s supervision, is in charge of the Secretariat.
The Secretariat maintains its status as a government bureaucratic unit at the department level, yet not attached to any ministry or bureau. It reports directly to the Office of the Prime Minister.
